Reward sessions, not idle presence
Choose a participant requirement that reflects a real session in your server. Then decide how mute and deafen states should be treated. Keep the rule easy for members to predict, and use verification only where there is an observed problem to solve.
Test the boundary cases
Join a voice channel with the number of members you expect, then test the states you have restricted and an excluded channel. Check results after full intervals rather than immediately after joining; incomplete intervals do not earn the corresponding voice XP.
