Name the behaviour you are protecting
“More activity” is too vague. Decide whether you want useful answers, event participation, creative work, or conversations in a particular channel. Then make that activity a better progression path than repetitive messages or unattended voice time.
Adjust the smallest effective control
Start with a text cooldown and narrow exclusions for spaces where XP has no purpose. For voice, set participant and state rules that match a real session. Review unusually fast progress after launch, then change one setting at a time so you know what improved.
